The appointments are only part of it. He has a ton of influence in CA politics and has continued to support her. He can do a lot behind the scenes with fundraising and introducing her to the key party officials, signaling she is his recommended choice, etc. Don't under estimate how valuable that relationship has been in how fast she rose to top positions in CA.

She definitely got appointed to some minor roles due to her relationship. But to be fair, Brown shouldn't qualify as married. He had been estranged from his "wife" for a decade prior to dating Harris. And Harris didn't run for public office until 8 years after ending her relationship with Brown.
