I believe the turnout is not 85% of all voters including the same day registrations, it's that the total number of voters including those who registered on Tuesday is 85% of the number of voters who were registered before Tuesday. That's how it's possible to get over 100% in some wards.
If you have 10k registered voters on Monday and 50% of them vote, then another 2.5k people who come in and register/vote at the same time, that's going to come in as 75% turnout. I think.

- Now go look at the map here. It's all single family homes. This isn't a growing area, so to get to 1290 (which is how many voted), it would have to grow 80% in 8 years. And that's total population, not voting age population.
