One of the issues is that once received and counted all these ballots are going in the same pile, impossible to sort out after the fact. Which is why the timing of these judicial rulings has been so important.dreyOO said:

I haven't looked at this thread in several hours, but we need to clarify the North Carolina situation.
The reason they are holding up finalizing the election is that there are 40,000 provisional ballots already cast and 116,000 potential mail in ballots left. They say potential because these are ballots that were initially requested but not turned in. Because of the court order allowing them to except ballots after election day so long as they were stamped on time, they are waiting to make sure a significant portion does not get turned in before they can certify. North Carolina election officials believe some of these people chose to vote in person instead (which will be cross checked) and some chose not to vote. Some may have chosen to put their ballots in the mail on Election Day. At the end of the day though there are not going to be 116,000 mail ins. The counties won't finalize their results until next Thursday or Friday.
Historically in North Carolina less than half of provisional ballots end up being approved. They are screened county by county by a bipartisan committee. North Carolina has signature matching laws as well as some other things that can cause a ballot to be tossed out.
Tillis is up by about 96,000 votes. I think he is fairly safe.
