It's a pretty big escalation from "we think we will win" to "we are declaring victory."
Seems like a preemptive shot to preclude Biden from declaring victory himself in 30 minutes.

If I'm looking at this correctly... We could get PA, NC, AZ, and NV and still lose GA, MI, and WI and we'd end up with a 269-269 tie.
