There are still other votes in PA besides Philly. Several counties which are heavily Republicans aren't going to count what's left until tomorrow.

That isn't all mail in. They've counted 1.3 million of a received 2.5 million based on their state website and unofficial results. If there's another million or so in person votes to be counted, it looks better

with 50-60% counted so......I only come up with 350K gained with the outstanding uncounted.

Pennsylvania did the smart thing and the rural red counties refused to release their counts until Philly reported so that Philly couldn't find just enough votes to cheat Biden to victory.
