And weren't several counties carried by Trump in 2016? I know they're not as big as Philly, but big for Trump.

I don't think it plays out like this but it's a little wacky that Biden could pull GA, Nevada, and AZ, and POTUS would prevail by winning WI, Mi, and PA.
