I heard Abbott explain it yesterday. It is done because they need poll watchers to make sure people aren't cheating. I believe traditionally, the boxes were only available on election day. Now they're open throughout early voting. Mail in ballots are normally mailed in, not taken to a drop box.
Several years ago, my elderly Mom was voting by absentee ballot in our very small rural county. She was legally blind at that point so I always had to fill out her ballot for her. All of that was done with the express permission and in fact the direction of our local election supervisors.
One year, we completed her ballot and I was running an errand right next to precinct headquarters so I though I would save the postage and drop it off in person. Again, the workers there knew me and knew my situation with my mother. But I was told that since she had received her ballot through the mail, it could only be returned through the mail if it were to be counted.
The law on that may have changed since then, though.
