There's no proof it happened, but unlike juicy, there's no proof it didn't either.
I'd think video/photos of her car alone in the intersection she claims it happened in prove it didn't happen.
The issue is that she can always claim she got the intersection wrong. She "thinks" it was the intersection of x and y, but there's always the out that in the heat of the moment, she got the wrong street. Stuff like that does happen, and it's why eye witnesses are notoriously unreliable.
There's gaps in the surveillance coverage of the vehicle, and any lawyer is going to say it could have happened in any one of them. Is it true? Probably not, but it is plausible enough to undermine the prosecution.
With juicy, there was a long trail of evidence and testimony from his co-conspirators. He would easily be convicted. In this instance, there's nothing to say it happened, but also not enough to legally prove the case it didn't happen. There's just not definitive enough proof to get a conviction and risk the undoubted political blowback from the small but vocal (and violent) minority who will believe her no matter what.
To be clear, I am certain she is lying, especially with the surveillance camera evidence and lack of fire damage to her car, but I don't believe there's enough evidence to convict her with. If they had continuous video of her car or evidence of her burning herself some other way, then yeah they should prosecute her, but from a legal perspective they're just not there.
