I think the FAA is giving SpaceX a hard time because they replaced two engines, which the FAA considers a "new vehicle". Elon just chimed in on Twitter with similar.

Of course, if ULA had to change an engine, it would take 3 to 6 months for them to do so, and the paperwork as such would be no big deal.

Seriously the FAA was probably watching tweets and saw an engine swapout. "Okay guys, we've got a month to worry about this"

I'll bet this won't be an issue if SpaceX launches offshore in international waters on their oil platforms.

Winds are improving as well. Down to 10 kts from 17 about an hour ago. Interesting.
