as no great Trump fanboy at the time, it was obvious he was out trying to win the vote of the entire rust belt while Hillary was running around California and NYC with her fanbois and ducking any real questions. I can't remember the stat but it was something like 30+ days where she hadn't taken a question from the press.
As many foibles as Trump has, he was relentless during that time and going to places like Detroit, trying to win the black vote and all over the midwest trying to win union votes as a Republican that was labeled a racist.
I think Biden and the democrats just figured that Biden could hide in the basement and let Trump shoot himself in the foot, but forgot how good a campaigner he actually was in 2016.

The other interesting part of their strategy is that they apparently realize people don't like listening to Kamala either. She's also locked up and has held zero pressers since being nominated/chosen. It's basically a prevent defense halfway into the third quarter.
