    Im not pretending to understand all his claims, BUT lights out is actually a national campaign started over 20 years ago by Audubon during bird migration seasons. Its generally geared towards downtown areas with largely unoccupied office buildings encouraging them to turn off any unnecessary interior lighting as it does interfere and cause confusion during migration. Its not by any means meant to interfere with necessary lighting -- just a reminder to turn off the lights where they aren't needed.

    I know he's not popular around here (and as a 16 year resident of Portland, I can say he's not well loved here either) BUT, this isn't new and has nothing to do with management/mismanagement of the protests.

    Not sure if anyone cares, but there ya go.

    Sorry, protests at night should not be allowed. And any violence should all be summarily arrested with no details necessary to get into. Just gathered up in some giant net if necessary.

    I've seen a single 100w light left on at night which delayed flowering in a whole greenhouse of product.

    So, yes, light can at least disrupt a plant's normal cycle.
