People in the room can see the prompter and tell what are speech instructions/notes from what is intended to be spoken. So far, I haven't heard anyone present in the media with the defense that this was intentional, and not an error.
I think his flub up just seconds before caused him to go onto this repeat himself routine.
Granted, he repeated himself A LOT. I can't tell if that is just bad speech writing because he teleprompters EVERYTHING.
