Giving congress the power to remove the president (by reason of the 25th amendment), without the executive branch invoking it would be crazy. That's not a check on balance between the three branches. In the 1970's push button phones were $2-5 per month extra ( you rented phones from Ma Bell in those days). Eventually in the 1980's rotary and push button rental was the same (where we lived anyway), and most went to push buttons. Then rotary support ended and everyone was on their own to purchase their phones. That is when wireless phones became common.
If you lived in an area where GTE was the provider, I have no idea.
