It also didn't help that the Supreme Court took 230 years to close down the arguments by weighing in on what the words of the preamble mean. Even now, there are still some interpretative gaps that have not been closed. FFS it took until 2008 for the Court to rule that 2A absolutely applies to individuals and not just militias, but even then because the case came out of DC (a federal enclave), there was a question as to whether the ruling applied to the States (took another 2 years for that to be confirmed). And then another 12 years for Thomas to get the opportunity to finish Scalia's legacy and further slap down overzealous state restrictions.

The Supreme Court slow-play is as much to blame as the framers.
