Two reasons.

One was the fact that the Holy Roman Empire was really a loose confederation, so when you see a "unified" map of Germany during that time period, it is something of a misnomer.

The second was the Concert of Europe which sought to prevent a unification of Germany to maintain the Balance of Power in Europe (and therefore, in theory, peace).

I agree completely. Some of the things she says I cannot believe she actually said them without video...the example you provided I would also not believe is real without video, but that is in fact what she said on video.
