Basically if you can legally vote for them then you can donate to them.
I'd be VERY supportive of that but my initial speedbump that I see is that instead of Soros/Koch Bros Writing a check to Beto/Abbott for Gov PAC they instead write a check to the Texas ACLU/Texas Chamber of Commerce who then turn around and write checks.
