Maybe I missed it but there is one thing I wanted to know and a line of questioning that never seemed to be followed.

1. How many of the investigated and/or prosecuted cases from 2006 until the end of the Hillary case for doing what Hillary did were run by counter intelligence vs a crime investigation? If that stat shows most were criminal investigations then: Who exactly made the decision to not run this as a criminal investigation?

2. Line of questioning: the IG report and Horowitz himself stated that the biased agents and attorneys were not pivotal to major decions made and no evidence could be found to show they influenced those decisions. That being said, if the primary investigator is biased could he influence the decisions by simply not conducting the investigation properly? Would allowing witnesses to lie without prosecution, allowing witnesses to destroy evidence under subpoena, and granting immunity to witnesses for nothing all which go against common sense much less the FBI manual be considered obstruction of justice?

With the amount of direct evidence of bias against the investigating team how can the IG NOT conclude that the investigation was poisoned from the bottom up if not from top to bottom?
