Steele flew to Rome twice, the first time in June 2016 to meet with FBI Agent Gaeta who was assigned to the US Embassy in Rome (Gaeta also met Steele in London, arranged by the US State Dept), and the second time Steele met with an FBI team in September (maybe early October), see:

That's the big question: Why wasn't the Trump Campaign notified? Any argument from the Left concerning justification for the FBI's counterintelligence investigation is undermined by this question.
