Hope that is correct but just want to point out that we all thought a grand jury was looking into the Hillary email matter as well because of the number of queen for a days and immunity deals being passed out. Judge generally signs off on those when a GJ is empaneled. Yet, there wasn't one.

I think when Huckabee got caught talking out of turn and let Cody Hiland's name slip a while back, and then forced Sessions hand to go on the record that he had hired an Attorney outside the beltway to work with Horowitz, it became more obvious that something was going on, because you had twenty something members of congress crying for a second special prosecutor, all of a sudden go radio silent pretty much, something big is brewing to settle the pitchforks and torches at the gates.

Stormy is starting to flop, no pun intended, Russia Russia Russia is dead on the vine, this pivot tries to resurrect some sort of obstruction narrative is my take on their motivation. The way the article is written, it's trying to say he was trying to manipulate the level of cooperation with Mueller.
