Simply put, when marxists/communists are exterminating enemies broadly domestically (this coincides with the gulag archipelago nicely), and control the education/brainwashing of youth, they decide they need more kids.
That's not really complicated, and it's also why the CCP decided to do away with the whole 'one child' gross policies and now are begging Chinese subjects to have kids.
