Maybe in the first season, before they re-tooled it. Beyond having the same mockumentary camera/talking head interview style, both being set mainly in an office, they have almost nothing in common.

The Office was at its best when it was leaning on Michael for some unbelievable cringe comedy, whereas Parks had a universe with bat**** crazy townspeople and an extremely lovable ensemble cast.
