I think the general consensus amongst the fandom is that Mance wrote the book PInk Letter. I have a hard time believing anyone but Ramsey wrote it in the show. Except...

Sending a person wearing Bolton gear seems a little too heavy-handed, when you could just send a raven. No way that delivery guy gets to leave and report back.

He threatens to kill all the wildling women and children. After the baddest most intimidating dude he ever met shows up at Winterfell asking for help fighting wildlings.

Why bring the fight to you when you know Jon has the advantage if he can get himself and 20 guys from House Goodmen inside the walls? Why not show up at Castle Black shirtless with your own 20 guys from House Goodmen and let the dogs out?

This smells of subterfuge. LF is good at that.

But, these inconsistencies make sense if you take it from a show writer perspective. So, probably is Ramsey.

I think it's mostly the language used ("crows", "red witch", "wildling princess", "King-beyond-the-Wall"). Those are not Bolton or Ramsey words.

I don't necessarily think that it's while he is imprisoned by Ramsay. I think it was done in the chaos surrounding Stannis's approach. Mance was sent to Winterfell for a specific purpose, but he likely has his own plans.

If Mance is Ramsay's prisoner, then Ramsay FORCED him to write the letter.
