I think Bob definitely got bit on the leg, and those guys amputating/grilling it actually saved his life, as it prevented it from spreading to the rest of his body.

I also don't understand how a subsequent bite would turn someone unless they died first.
The infection has no affect unless you're dead.
The bite makes you die. Once you die, you turn.

Maybe with the "bite infection", but definitely not with the "walker infection" that everyone has. Obviously because the terminus residents have been eating people for a long time.
