My first option (after seeing repeated undesired behavior, assuming not dangerous) is to send a polite but anonymous letter asking them to be a better neighbor and explaining why their action(s) are undesirable.

I don't have a 2nd option because the 1st has always rectified the situation. I suppose they realize that their actions have been seen and that they're negatively impacting neighbors/neighborhood, and they have no means of escalation/argument since they don't know to whom to respond.

ETA: I definitely would not confront in person or where a camera might capture you, since she already has revealed that she's prejudiced/intolerant/etc.

Just yesterday I was telling some people that Falcon Punches are WAY underutilized.

We used to throw our dogs turds in the ditch in front of our own house. That was all fine and good until a big thunderstorm filled up the ditch one day and all the dried turds floated up and held a boat parade and drifted on by while one of the neighbors was checking their mail.

I like this answer and would add, then sit on your front porch when she is walking her dogs and make sure she knows you are watching.

I don't even understand the point of doing this. If she is just going to leave the poop in a yard or ditch, why even go through the trouble of carrying the scooper on the walk, scooping it up, carrying poop around, just to leave it somewhere else? It seems like a lot of unnecessary work if you're still going to be a d***.
