If they went to a better system whereby the entire wages of the staff were included in the price of the menu items, you would be paying the staff's wages.
Also, as a general comment, each state has different amounts that they are required to pay as a minimum wage to tipped employees.
In Arizona where I live, tipped employees are paid a minimum of $10.85 per hour in cash, plus tips. I believe with a guarantee that they get at least $3.00 per hour in tips (if they don't, then I think their pay goes to $13.85 cash wages, if I understand correctly).
In Texas it seems to be $2.13 per hour in cash, plus tips (with a guarantee that they get $7.25 per hour with tips, or I believe they get paid the $7.25 in cash wages).

I still think it should be a federal law (regardless whether you consider it "capitalism" or "socialism") that all employee wages should be built into the price of the product/service being offered. And tipping should simply be a small gratuity like rounding up to the nearest dollar or 5 dollar amount or something like that, as they do in Europe and other places.
