Bout had been in jail over 14 years and was scheduled for release in 2029, less than 7 years away. Any bargaining power at all would be reduced as his scheduled release date approached.

No idea what the "right" thing to do during a previous presidential term was, or what is "right" during current presidency, just one thing to consider is that Bout had a scheduled release date in 2029 and was 2/3rds of the way through his total jail time.

How many people are going to die to keep that dude out of a Russian jail for a few years? I get that the sentence handed down was absurd, but in the real world letting enemy arms dealers out of prison and back into business has consequences.
