I think, in general, there are too many handicap spaces and there are too many people who qualify for handicap placards. the diagram itself shows someone in a wheelchair and originally that's what they were designed for not so anymore. I understand there are some people who genuinely need the additional help but I think we've stretched the limits to far as to who we allow to get these special spaces.
here's a personal example of mine I know a lady in Austin who is in her late forties and is otherwise in perfect physical health but she has one eye that points to the right extremely while the other eye straight forward or is normal. this lady who is perfectly capable of walking long distances as much as any other human on the planet gets to qualify for a blue placard. I'm sorry but I don't think that's fair or right in any sense of the word.
