Most likely it is using an enigma machine using cogs 1,3,5 and a code of NTZ
unfortunately, I don't want to waste more time on this and I have no clue how to set up an enigma machine beyond what i just said.

I have been periodically looking into the code also, very frustrating!
look at the message sent with the code. If I counted correctly we have 36 words, and then the code consists of 36 letters. Also, subject matter refers to Instrumentality. Look up Instrumentality committee in Germany.
What is the significance of the picture itself? Maybe if we figure out who is in the picture. I am a history major, i can tell that it is indeed a picture from the WWI era, or prior to it. I know this because of the specific uniforms and the spikes on the helmet.
