It looked like obstruction to me, too, but you can't lower your shoulder and hit the defender. It's been a while since I was involved in Little League (15 years as coach and manager, 12 years as Treasurer, ending 10 years ago). I think the run should have scored because of obstruction and the runner should have been ejected for failing to slide or attempt to avoid contact. (There is no must slide rule).
