Lots of reasons. Make them chase. Throw them off by seeing off speed then coming back with fastball, etc.

But, agree, just wasting a pitch and throwing something a foot outside or whatever is dumb.

Some times its to lift the batters head. If you are pitching low, a high ball changes your neck and it opens the zone a bit.
