Is there a record for number of hit batters in a game? Because I feel like this could be a contender.

The ncaa baseball record for most HBP in a game is 10. Saint Joseph's vs. Fordham, April 5, 2009; Washington vs. Rice, May 22, 1998two93ags said:

I didn't know that's a thing.Foxo said:
I guess Weber got the win because coach told umps before the game that he would only pitch 3 innings.

You sure it isn't because it was a 7-inning game?

It's a college rule only - MLB does not use it. A coach can declare, pre-game, that his starter is only going 3 innings. If that's the case, the starting pitcher is eligible for the win. If the coach pulls him early or lets him go longer than 3 innings, all bets are off.
