I got a PM from someone yesterday and fir some reason even though I opened it the envelope is still lit up green and when I click on it, it says I have a unopened message?

I just tried to send a pm to someone who has posted in the past 24 hrs, it wouldn't send, and got a message "not a registered user". What does this mean?
