Cruses at an altitude of 48,000 ft at 420kts up and down the eastern coast as high as Virginia Beach?

Interesting. P8s fly out of Jax. But I don't think they come to Norfolk/Oceana too often. Also think that's a little high for a P8.

F18's and F35's can probably fly that high, and would probably be landing at Oceana. I know they (F18's at Oceana) frequently fly down to Key West for training detachments.

How often are you seeing these flights?

For comparison, there is usually an RQ-4 Global Hawk over the Black Sea at 45 to 50K and 300 kts. Comes out of Sigonella NAS , Italy. There are P-8s there too.

That high is almost guaranteed unmanned of some sort.

The Global Chicken is a good guess.
