Maybe somebody with some Navy insight can give details or background? This seems a bit unusual to relieve the top two commissioned officers and the senior NCO.

Loss of Confidence is an all-encompassing reason for firing someone and can cover a myriad of causes. But when the XO and on down go too it's usually abuse of power and failure of the command chain to try and initiate corrective action. In short It's Not Your Daddy's Navy Anymore. Tell a stupid female lieutenant she's stupid because she can't do her job and you're in trouble, even if she can't do her job because she's stupid.

I'm assuming the Seabee's follow the Navy fashion of having the XO following on at the same unit and taking command from the CO. This provides continuity of command for a longer period of time but when something goes wrong you have to change out both the XO and CO.

During my time in the Seabees the XO was selected by the CO but would go on to serve another couple of tours elsewhere before having the chance to take a command. Not sure how they do it in the Amphib units though.
