Result of Winter Storm URI in 2021. CPS was not prepared for winter storm and some of its electrical generation facilities were not in operation.

So bad management on CPS part.

Utility companies that had all their facilities operational. URI was worse than expected but we had a week notice that snow and very cold temperatures coming.

A good Aggie friend who just recently retired from ET sold nat. gas to San Antonio for several years. He could not believe how dysfunctional SA city government was. This was back under mayor Castro.

Can verify your friends assertion that CoSA is a **** show. The company I used to work for was minority owned (had all of the certs 8A, HUB etc). We tried to do business with CoSA for about 3 months...complete waste of time. It was easier to do business with HEB and that is saying something.

He never was specific. He thought their policies were idiotic as were some of the people he dealt with.

We took one shot at completing a competitive bid for COSA work a long time ago. It was such a CF we mailed in a really high rate price. Never tried it again and friends in the biz that did have a COSA contract said it was a money sink.

SAWS Disadvantaged Business program is the stupidest thing I have seen in recent years. Their definition of "local" business covers Bexar, Kendall, Comal, Guadalupe, Hays, Travis, and Williamson Counties, but for some reason "local" does not include Medina, Atascosa, and Wilson Counties.
