This is a mystery. Cord is a couple years old. At the beginning, all outlets inside and out worked. Throughout the years, cord doesn't work on 80% of the outlets but they are live. I have no idea what the problem is. Any suggestions?

Obviously no problem doing that, but why does it work on certain outlets? And on the outlets it doesn't work on, other plug-in work?

Get a non contact voltage detector and run the length of it. Might have a break in it or ends have lost continuity.

Check continuity on neutral side.

Short is where the cord meets the head/plug/socket?
This spot gets bent a lot and wears faster when cheapo or poor quality management ... a growing problem.

When married, wife brought a box full of salvaged power cords, cut/taken from appliances that no longer worked. This gold mine turned out to be fool's gold.
All the cords were faulty, ergo ..... not ... the .....
Oh, well
