Saw this today on a new build my client were looking at. First time I've seen it. I think this is probably your issue. QR code goes to a YouTube video on how to fix it, I think.

Way back when, the dryer and range outlets grounded thru the neutral. They basically used the ground and a hot to get 120V for clocks, controls, motors, etc. Then they went separate and went to the 14-XXR receptacles with separate grounds and neutrals. If you had an old dryer, a new dryer, a three-wire cord or a four-wire cord, you could make it work by either adding or removing a jumper from the ground to the neutral. This no longer works because a GFCI breaker will see the jumper as a ground fault.

OP's issue likely isn't the dryer, as the breaker is tripping with nothing plugged into it.

I responded to your comment and noted that the picture I posted is misleading. I don't have any ground and neutral wires sharing a terminal. My dryer appears to be wired correctly per the dryer manual as I stated earlier in the thread.

With that said, it seems that the replacement breaker I got that was tripping with no load was a bad breaker. Yesterday the electrician replaced it with a different model GFCI breaker from the same manufacturer, and I haven't had an issue since then. Crossing my fingers that it is fixed now.

Unfortunately as these extra protection breakers get more and more complicated, they also get more and more prone to being bad from the factory
