Is this on city / counter water service? You are likely going to need to permit and use one of their approved boxes. Not to complicate life for you, but the easement you are pouring your driveway may result in government coming buy one day and digging it up at your expense.
You may already be using a licensed contractor who knows the rules and permitting. If not, I would get one.
You concrete is not the one I would seek advice on here. I have a homebuilding company and a concrete foundation & flatwork company. I would not rate this as a DIY.
Water companies (along with all other utilities can be complete aholes on this stuff. In Flower Mound, we have sidewalk walkers from the Town that just love to check for permits, widths of sidewalk, levelness of sidewalk, etc. The would absolutely notice the work being done or notice how beautiful your new driveway is. Then lockout your meter, fine you and tell you to tear it out and get a permit.
Or you may live on a country road and no one cares and you just want something sturdy.
