Any recommendations? It is my understanding no one does it locally. All the local pool builders use Subs out of Houston or Austin

You are correct, there are no plaster companies in BCS. Sunshine Fun Pools did mine and used Modern Method Gunite which is an approved PebbleTec applicator. Excellent finish. 979-690-3343. Ask for Marcus.

Cypress custom pools renovated mine
They used method finite as one of their subs as well.
New plaster with tile and coping 20-25k on a 17x37 rectangular pool with a deep end. Throw in some custom stuff like a new Baja ledge steps etc and a complete redo of the pool decking and you'll be up to about 35-40k
