We are putting in a bigger deck and adding a covered patio with fireplace, tv and ceiling fan.

We want to put in canned lights and a fan. Do I need to consider strobe effect? Thoughts on how to reduce strobe effect?

Yes, you'll get some strobe effect...how much and to what extent you'll be bothered, who knows.

The only thing you could do is make sure your canned lights are far enough away from the ceiling fan. Is the fan going to be dropped down low? You should make sure to keep the height of the fan closer to the plane where the lights will be.

You can sort of see the triangle of light that is emitted from the can and spit-ball whether it will shine through the blades.
