Broken sewer cleanout...issues.

How long do you want to ignore this user?
I've got a broken sewer cleanout in the yard. I have all the parts to make the repair but there is liquid damn near to the top of the pipe. Is this normal? We've had a lot of rain lately (South Texas) and I'm hoping that's the issue and that it will subside.
Do I need to buy a manual pump and pump some if it out so that I can make the cut and repair? I don't see why it wouldn't just immediately fill right back up.

Help!

the vertical riser part of a cleanout should be empty. Is the water grayish or full on nasty black water? Did dirt or other debris get in it while it was open?

Actually, I've got an update on this, but I want to post a pic for you guys. Very curious finding this weekend.......
