It will take a couple of growing seasons for the greens to be receptive of approach shots. This is the case with all new greens. Not enough rootzone and organic material in the profile yet for a ball to "grab hold of". Give it time to mature and the greens will be spectacular.
I was there on Tuesday last week and the greens have come through the winter very well. Plenty of turf and they are smooth and fast. They may appear to be sparse because of the recent topdressing, but these warm temperatures will give them a huge boost.
With regard to pricing, if you want to play $20 dollar golf, then go to muni or Briarcrest. This course is priced right in my opinion, and may even be underpriced when compared to similar facilities with similar conditioning. If you want the course in good shape, then you need to pay a reasonable price to keep it that way.
