Let's rephrase this for accuracy, shall we.

The ENTIRE Texas scoreboard can be used for a single HD video. The most common configuration will include a center video section with advertisements on either side. It is highly likely, that various highlight plays throughout the game will be displayed using the entire screen as one single image.

I'm sure part of Texas' screen will be used for ads, but the entire screen surface can be programmed to show whatever, if desired. Whether they'll actually do that in certain situations is another matter.
