If Johnny worked his way out of his self destructive phase and turned his life around to be a good ambassador for Texas A&M, then I would have no problem with it. If he isn't a good role model for the kids, then no!

No. In the public sector? A business owner can take on dead weight at their own risk. But don't use taxpayer money for that kind of position.

I don't believe anyone would have a problem if Vince received his paycheck from the Longhorn Foundation. But being paid by the University on the taxpayers back is the problem. So, No problem as long as the 12thMan paid the former A&M player, but not the University.
