There are several reasons for silent commits. I'll focus on this one point.
It helps the coach lie to the recruits about early PT.
Take Charlie Strong....
They signed 5 DTs AND 2 SDEs.
As I said in another thread... so, 7 of the 24 are DL. I'd say Charlie may be looking at the 5-2, but he also took 2 OLB. Early PT for sure. Starter? Not so much.
Last year he took:
3 OLB: Malik (2015Starter at MLB), Wheeler (Starter at WLB), Townsend
1 ILB: Cherry
2 WDE: Omenihu (2nd Team), Hager (2nd String MLB)
1 SDE: Vasser (JuCo / 3rd Team)
1 DT: Lampkin
Great... that worked last year.
They finished 2015 with 6 freshmen and 2 So on the 2 deep for DL & LB. So, 8 of 14 spots are filled and you have 2 more Fr listed at 3rd team... so, really 10 out of 14 are filled.
Even if you had NO DL coming back, you have 5 DTs for 2 DT spots. 3 people will be relegated to backups and one will be 3rd team. Chris Daniels... Christmas-Giles... There are going to be a couple guys who RS... there are going to be a couple who should redshirt, and get just enough plays to piss you off that you didn't redshirt. And if you are already 3rd deep behind other Freshmen, it won't be getting better for you in 2017.
The reason you have silent commits, is because you don't let the recruits know you are lying to them about PT. If you knew you were 1 of 5 DT, you know you'd likely get few snaps. Knowing you have a number of Freshman already returning as Starters should be a huge smack in the face.
Very few HS DL & LB can just step right into an SEC game, however the real key is not where they play when they ENTER college, but where they play AFTER college. And that is the NFL.
Myles Garrett, Daeshon Hall & Daylon Mack will all be playing in the NFL and coming in off the bench behind them in their 1st year would allow them to be better prepared in year 2 and year 3. You'd get a taste of SEC, or redshirt knowing what it takes your 2nd year.
But the most important thing about coming to A&M would be knowing you weren't lured and lied to, in order to get you on campus.
