Framber still pumping in 95/96 MPH sinkers, does the team think he'll get by on a slightly lower GB% in exchange for the increased K%? Gotta lower the hard hit rate from last year.

Its all fun and games to laugh at them for the disaster year, but they could be a juggernaut in 2-3 years. Lots of good players in their farm system and ability to spend big on places where they need it.

This makes some sense, what's he's not factoring in is the value of the draft pick lost and the drop in first pick. That's probably a good 5-10 M in value there. If he's worth 33 M then and he's leaving after year 1, the value should be in the low to mid 20s. If you think he's worth 40 M for 1 year of prime then 33 M makes some sense.
If you can get 2 years then you can spread out the loss. Instead of 2/33, you do 2/58.

I don't think it's any secret Snell prefers California, despite the massive income tax differences. Teams there have a leg up on the Astros unless the Astros offer more money (which they shouldn't).
