Can someone clarify the blackout policy for mlb.tv? If games are carried on a RSN (i.e. Astros and ATTSN) then mlb.tv won't show the game?

All "home town territory" games are blacked out on MLB TV (note there may be a few exceptions this season because of Bally going bankrupt).
Here's a zip code check for your local area:
https://www.mlb.com/live-stream-games/subscribe#zipcode

Take 77002 for instance (Houston area). It would be blacked out from both Astros and Rangers games on MLB TV since we could get both of those on tv channels here (ATTSW and Bally SW)
