Yes. Graveman used to be a starter. When you only throw 1 inning most the time you can throw harder.

Because they likely have two good pitches and a third decent one. Starters generally have at least four reliable pitches.

Usually a starter needs 3-4 pitches and changes them 3rd and 4th time through a line up. Bullpen guys that are money usually have a live fast ball and nasty second pitched but not much else. Or they may have to throw 3-4mph slower if staring
