Again, I think the cheating "ethics" in general is overblown in baseball, but the difference is akin to first degree vs second degree murder--the Astros (and multiple other teams--Astros just got caught red-handed) had an organized pre-meditated system. The Rays just picked up a scouting card when the opportunity presented itself.
