because Beltran didn't come up with it until he got to Houston and forced everyone else to do it at gunpoint

yes the guy who retired in 2017 after one year in Houston was singularly responsible and made them do it

and who is on RECORD for telling the Astros how "behind the times" they were in regards to stealing signs. He brought with him the experience from the Rangers and the Yankees.

And Cora is regarded as one of the all time best at picking up pitchers tells.

During the 2018 ALCS McCann walked out to the pitching mound after almost every pitch to privately discuss the next pitch. Why? Cora was the manager of the Red Sox.

During the 2019 World Series Verlander was convinced the Nats had picked up on his pitches and were whistling from the dugout.

But yea, no other team in the history of baseball have actively worked on stealing signs.
